Cavan County Council has issued an open call to developers and building contractors to submit Expressions of Interest (EOI) for the provision of turnkey social housing developments across the county.
The move is part of a strategic effort to accelerate the delivery of "fit for purpose" homes to meet a significant local housing need, which currently stands at more than 1,157 active applications for support.
Under the turnkey model, the successful proposer will hold full contractual and organisational responsibility, including the supply of the site and the delivery of the completed residential units. Proposals are being invited for projects in all towns and villages within County Cavan where a housing deficit exists.
The Council has identified the following areas as having the greatest demand for social housing:
- Cavan Town
- Virginia and Bailieborough
- Kingscourt and Belturbet
- Ballyjamesduff, Ballinagh, Cootehill, and Ballyhaise
To ensure the housing stock matches the specific needs of applicants, the Council has outlined a preferred mix of unit types. This includes a high demand for one-bedroom (39%) and two-bedroom (35%) homes, followed by three-bedroom (21%) and four-bedroom (5%) units. A portion of these allocations is specifically earmarked for the elderly and people with disabilities across all bedroom sizes.
Prospective developments should ideally feature a minimum of five units, though smaller projects may be considered. All proposals must align with the Cavan County Development Plan 2022-2028 and adhere to national housing guidelines, including Sustainable Communities (2007), Quality Housing (2007), and the Design Manual for Urban Roads & Streets (2013). Additionally, designs must comply with the 2022 Employer's Requirements for Detail Design of Quality Housing issued by the Department of Housing.
