Minister for Housing, Local Government and Heritage, James Browne, has welcomed the latest Central Statistics Office (CSO) data, which reveals a significant surge in Irish housing supply.
According to the New Dwelling Completions Report for Q4 2025, a total of 36,284 new homes were completed last year—a 20.4% increase on 2024.
This figure represents the highest number of annual completions recorded since the CSO began this data series in 2011. The report highlights a clear upward trajectory in delivery, with nearly 149,000 homes completed over the last five years, nearly doubling the output of the 2016–2020 period.
The data reveals growth across all residential sectors, with a notable recovery in the apartment market and strong performance in scheme housing:
• Apartments: 12,047 units completed (up 38.7%), the highest since 2011.
• Scheme Dwellings: 18,308 units completed (up 13.1%).
• Single Dwellings: 5,929 units completed (up 12.5%).
Geographically, construction activity remains concentrated in the east, with 57.6% of all 2025 completions occurring in Dublin or the Mid-East region (Kildare, Louth, Meath, and Wicklow). The Clondalkin area in Dublin recorded the highest output for any single Local Electoral Area, with 1,399 completions.
Mortgage Market and First-Time Buyers
Minister Browne also noted that the increase in supply is being met by strong demand, particularly from those entering the property market. Data from the Banking & Payments Federation Ireland (BPFI) shows that mortgage drawdown volumes rose by 8% in 2025.
First-time buyers (FTBs) remain the dominant force in the market, accounting for 60% of all mortgage drawdowns. The 27,652 FTB mortgages recorded last year represent the highest volume since 2008.
Commenting on the figures, Minister Browne said: "Today's figures are very welcome and signal a clear ramp up in supply – clearly seen in the delivery of more than 232,250 homes in the last decade. Indeed, more than 161,300 new homes alone have been completed since July 2020."
Addressing future goals, he added: "There are many pointers to progress but we are not complacent. We have a new Housing Action Plan, 'Delivering Homes, Building Communities'. We have record state funding. I am determined to take every action necessary to build on all of this and ensure even greater progress in the months and years ahead."
