Dublin City Council has launched a Pre‑Market Consultation (PMC) ahead of a competitive dialogue process to deliver new housing in partnership with the private sector. Developers and landowners are invited to bring forward proposals for sites that can provide a minimum of 100 social homes per site, with mixed‑tenure options encouraged.
Participation in the PMC is voluntary and non‑binding, and will not influence any future procurement outcome. The Council says all submissions will be treated confidentially and used solely to inform the procurement approach. The consultation aims to shape procurement strategy and documentation, assess market interest and capacity, gather feedback on the proposed delivery model, timelines and risk approach, and ensure a clear, proportionate and value‑focused procurement process.
To participate, complete the Questionnaire PIN available at www.etenders.gov.ie (Resource ID: 7329073). Submissions must be received by 12pm on 11 February 2026.
An in‑person information event will take place on 19 February 2026 at the Dublin City Council Civic Offices, Wood Quay, followed by an online session on 27 February 2026. Event registration is required by 12pm on 12 February 2026 via the email address provided in the notice.
