DLR Council Issues Call to Developers for Advance Purchase Housing Projects

Dún Laoghaire-Rathdown County Council has launched an open invitation to home builders and housing developers to submit proposals for the advance purchase of residential developments.

The initiative specifically targets houses and apartments with existing planning permission that are either unbuilt or only partially commenced. By utilizing a turnkey arrangement, the Council aims to reboot stalled projects and accelerate the delivery of high-quality social and affordable housing across the county between 2026 and 2029.

Priority will be given to developments that demonstrate a clear timeline for rapid delivery and offer strong value for money. The Council is particularly interested in activating supply in areas with high housing need, ensuring that new schemes align with the Department of Housing, Local Government & Heritage’s standards for design and construction.

Types of Proposals Sought

The Council will consider a variety of delivery models, including:

• Turnkey Units: Residential properties in completed developments or those scheduled for completion between 2026 and 2029.

• Joint Ventures: Collaborative arrangements involving Approved Housing Bodies (AHBs) to deliver social or affordable homes.

• Phased Packages: Multi-scheme packages or phased proposals where appropriate.

• Variant Proposals: Other innovative advance purchase turnkey arrangements as proposed by developers.

Assessment and Application

Submissions will be rigorously assessed based on delivery timelines, location suitability, value for money, and overall design quality. Interested parties are required to complete an Expression of Interest (EOI) form, which is available on the official Council website at dlrcoco.ie.
