The Land Development Agency (LDA) and O'Flynn Group have confirmed plans to provide 542 new A‑rated apartments in Dublin 12 as the opening phase of Southwest Gate, a major residential-led development on the Naas Road.
All of these new homes will be made available as cost rental, with rents set at least 25% below market levels for eligible tenants, while O'Flynn Group will also deliver 52 social homes as part of this stage.
Southwest Gate has full planning permission for 1,140 homes and a mix of other uses, including a hotel, ancillary retail and commercial space, with an additional three acres reserved for future development. The project has been masterplanned by O'Flynn Group to create a sustainable, well-served community in a key city quarter.
The first phase is being advanced through Project Tosaigh, under which the LDA partners with private homebuilders to provide the financial support needed to complete housing, before the homes are owned by the LDA and allocated as cost rental or, in other cases, sold as affordable purchase in partnership with local authorities. In this instance, all 542 homes are for cost rental.
The scheme benefits from strong transport links: the Red Luas Line runs alongside Southwest Gate, the M50 and M7 are nearby, and the area is well served by bus corridors and high-quality cycling routes. The site sits close to other LDA projects, including the 383-home Bluebell Waterways (with planning secured) and the Royal Liver site across the Naas Road, recently acquired by the LDA and capable of delivering more than 1,200 homes.
O'Flynn Group remains active across the greater Dublin area and the Cork metropolitan region, and says it is committed to delivering large-scale, high-quality housing to meet growing demand.

Minister for Housing, Local Government and Heritage, James Browne TD, said: "I am being relentless when it comes to driving on with increasing housing supply. The homes being provided here in Southwest Gate is further evidence that we are accelerating the delivery of high-quality homes in places where people want to live, with excellent connectivity through the Red Luas Line, Bus Connects and its close proximity to the M50.
"There are many pointers to recent progress. Last year, over 36,300 new homes were completed in 2025, up 20.4% on the same period last year. This marks the highest number of completions recorded in any given year since the CSO began recording this data series in 2011. Across 2024 and 2025 combined, work on almost 86,000 new homes commenced – up 43% compared with the combined total for the previous two year period, 2022 and 2023. There was an annual increase of 7.9% in the total number of homes granted planning permission in 2025. In terms of social housing, last year, over 9,000 new-build social homes were delivered – the highest number of new social homes built in any given year since the foundation of the state.
"There are many indicators out there now telling us that momentum is building but I am determined that we keep our foot on the pedal, continue to drive reforms and tackle our housing shortage."
