Applications for the first Cost Rental homes at Montpelier in Dublin 7 will open on Monday 30 March, with Tuath Housing inviting eligible households to apply for one, two and three-bedroom apartments.
The initial tranche of 75 Cost Rental homes at Ashford House is expected to complete in June, with residents due to begin moving in from late June.
Montpelier is a large-scale development delivering 1,046 homes overall, including 264 Cost Rental units to be managed by Tuath Housing, the State’s largest not-for-profit Approved Housing Body (AHB). A further phase of Cost Rental homes at Montpelier House is planned for 2027.
The Cost Rental model offers secure, long-term tenancies with rents based on the cost of delivery rather than market rates. These homes are aimed at people who are priced out of the private rental sector but do not qualify for social housing, with rents set at least 30% below comparable market levels to provide stability and certainty.
In a first for both Tuath Housing and the wider AHB sector, 25% of the Cost Rental homes will be prioritised for applicants with a local connection, an approach intended to support continuity and community ties. The remaining 75% of homes will be available to all eligible applicants.
Sean O'Connor, Chief Executive of Tuath Housing, said: "Housing plays a critical role in maintaining the social fabric of our cities, and developments like this help ensure people can continue to live and contribute to the communities they are part of.
"The introduction of a local priority element is an important step in recognising the value of community connection. It helps ensure that as our cities grow, they remain places where people can put down roots, build relationships and plan for the future."
All homes will be allocated via a transparent lottery system, with full details available on Tuath’s website. Applicants may qualify for local priority if they meet any of the following:
- Currently living within the North Inner City, South-East Inner City, South-West Inner City or Cabra–Glasnevin Local Electoral Areas
- Previously living in these areas for at least two of the past five years
- Working within a 2km radius of Montpelier
- A household member attending education within a 2km radius
Applicants who qualify for local priority but are not selected will automatically be entered into the general lottery, which will take place one week later.
