Muse, working with McAleer & Rushe, has reached practical completion of the 50% affordable Stroudley Walk neighbourhood in Bromley-by-Bow, delivered in partnership with Poplar HARCA and the GLA.
The scheme provides 274 homes arranged around a new pocket park.
The 25-storey Upper East building contains 159 studios and one- and two-bedroom apartments together with 33 shared ownership homes, complemented by 82 affordable homes across three separate blocks. The 82 affordable homes were handed over to Poplar HARCA at the end of 2025, with the completion of Upper East now finalising the neighbourhood.
Upper East is among the first tall residential towers in London to complete following the introduction of new rules requiring a second staircase. Although Stroudley Walk was exempt due to its delivery stage, Muse redesigned the tower to include a second staircase in the interests of resident safety.
The project also brings three ground-floor retail units, a community café, a community courtyard and extensive public realm upgrades, including reinstating Stroudley Walk as a pedestrian thoroughfare. The measures aim to improve safety and encourage people to make use of spaces that had gone underused for years.
Designed for sustainable living, the neighbourhood is car-free and all-electric, with high-performance glazing, reduced air permeability and a well-insulated building fabric. These features are expected to save 36.2 tonnes of CO2 annually, while on-site heat pumps and solar panels are forecast to cut a further 155.1 tonnes of carbon—representing a 60% improvement over minimum building regulations.
The completion comes as Muse builds momentum across London and the South, where its pipeline exceeds 4,400 homes, including more than 800 affordable homes and over 2,600 build-to-rent units. Its London portfolio includes Manor Road Quarter in Canning Town (over 800 homes, 50% affordable) and Lewisham Gateway (1,000 homes and 20,000 sq ft of workspace).
Isabelle Asante, Development Director at Muse, said: "The practical completion of Upper East marks the final piece of our transformative regeneration of Stroudley Walk, creating a safe, vibrant neighbourhood which is welcoming for all. Working alongside Poplar Harca, our community-led approach has now delivered 274 high quality homes, including 50% affordable, a new pocket park and community infrastructure which will serve this neighbourhood for many years to come."
Jonathan O'Neill, Senior Director at McAleer & Rushe, said: "Reaching practical completion at Stroudley Walk marks a proud milestone for McAleer & Rushe and everyone who has contributed to the delivery of this important scheme.
"Working in partnership with Muse, Poplar HARCA and the wider team, we have helped deliver a high-quality new neighbourhood that combines much-needed homes with valuable public spaces and community amenities. It is especially rewarding to see this vision come to life for Bromley-by-Bow, creating a development that will serve local people and have a lasting positive impact for years to come."
