Construction Underway On 193 LDA Homes At Golding Green

The Land Development Agency (LDA) has commenced construction of 193 affordable and social homes at Golding Green in Kinsealy, north County Dublin.

Lydon has been appointed as the development partner and will build the entire scheme in a single phase, with all homes targeted for completion in 2028.

The project comprises 153 two- and three-bedroom houses and 40 duplex apartments. Every home will be A-rated for energy efficiency, with the duplex units featuring private balconies and terraces. The homes will be offered as affordable purchase and social housing.

Planned amenities include a crèche, public open space, a football pitch, new pedestrian links and a dedicated cycle greenway.

Golding Green is being delivered on land formerly held by the Teagasc Research Centre and transferred by the State's Agriculture and Food Development Authority to the LDA to facilitate new housing. Situated between Clarehall and Malahide, the site benefits from strong public transport, including bus routes along the Malahide Road and rail connections via Portmarnock DART station. Nearby retail and community services are already well established.

Fingal County Council will oversee sales of the affordable purchase homes through the Local Authority Affordable Purchase Scheme.

The scheme enables eligible purchasers to bridge the gap between the home's price and their available mortgage and savings via a shared equity arrangement, under which Fingal County Council retains an equity stake until it is repaid or the property is sold.

A planning application for the scheme was lodged in February 2025 following public consultation carried out in accordance with the LDA's Community and Stakeholder Engagement Strategy.

The Kinsealy scheme is part of a wider LDA delivery programme in Fingal. Construction is already under way on more than 1,100 homes across Hampton Demesne in Balbriggan and Priory Fields in Skerries. In addition, the LDA is advancing plans for a strategic site at Lissenhall near Swords, with capacity for approximately 6,000 homes.

Welcoming the beginning of construction, Mayor of Fingal, Cllr Tom O'Leary, said: "This development of 193 new homes marks another important milestone for Fingal in delivering affordable, high-quality, and sustainable homes. This includes 153 houses and 40 Duplex apartments. The combination of A-rated properties and well-designed amenities will help create a vibrant environment where local families can put down roots and become part of the established Kinsealy community."

Minister for Housing Local Government and Heritage, James Browne added: "Golding Green is another demonstration of this Government's clear focus on increasing the scale of homes built and improving affordability for individuals and families.

"By driving collaboration with partners such as the Land Development Agency and Fingal County Council, this Government is ensuring that State lands are used effectively to deliver high-quality homes, alongside the infrastructure and amenities communities need.

"Developments like this are central to our commitment to building sustainable communities and to expanding the supply of affordable and social housing in the places where people want to live."

John Coleman, Chief Executive of the Land Development Agency said: "We are delighted to mark the start of construction of Golding Green in Kinsealy, which will deliver almost 200 much needed homes in a well-located part of north Dublin. This development is another important step in the LDA's work to increase the supply of affordable and social housing at scale, while supporting the creation of sustainable and well-served communities.

"We have an excellent working relationship with Fingal County Council, which is now paying real dividends, and we look forward to working closely with them and our construction partners, Lydon to deliver these homes for the community in Kinsealy."

AnnMarie Farrelly, Chief Executive of Fingal County Council said: "We are delighted to see the start of construction on this exciting new development in Kinsealy. Over the past number of years, Fingal have made significant progress in delivering affordable homes, and through our continued partnership with the Land Development Agency, we will further expand that delivery in the years ahead. I am particularly pleased to see the high quality of amenities being delivered alongside this residential development. This community-focused infrastructure will play a vital role in supporting new residents as they turn these houses into homes."

Anthony Lydon, Director of Lydon said: "We are pleased to be working with the Land Development Agency on the delivery of this important scheme at Kinsealy. Golding Green will provide excellent, energy-efficient homes in a strong and growing community. Our team is fully committed to progressing construction efficiently and working in partnership with all stakeholders to ensure the successful delivery of these homes."
