Dublin City Council has completed a statutory rezoning process at a Special Council Meeting on Monday, 22 June, paving the way for up to 25,000 additional homes across the city.
The decision concludes proceedings that began in October 2025 and followed a series of public consultations involving stakeholders, with the objective of supporting housing growth in Dublin through to 2032.
According to the council, the move represents a strategic intervention aligned with the National Planning Framework Implementation: Housing Growth Requirements, ensuring growth is delivered as sustainable, liveable and resilient communities. The rezonings are intended to balance ambition with deliverability while shaping the city’s long-term form and function.
To reach the 25,000-home capacity, the council has:
- Approved the Masterplan for Broombridge–Hamilton in Glasnevin for inclusion in the City Development Plan in January 2026. This mixed-use regeneration area can accommodate approximately 8,500 homes and is already progressing through the planning system.
- Finalised and approved the Masterplan for City Edge in Kylemore for inclusion in the City Development Plan on 22 June, providing for approximately 5,300 homes.
- At the same meeting, approved an expansion to eight Strategic Growth Areas and the rezoning of seven key sites, together with the potential to deliver up to 10,000 additional homes.
