The Land Development Agency (LDA) and Dublin City Council (DCC) have lodged a Part 8 planning application for the next stage of the scheme, adding to the 542 homes already under construction in Phase 1.
Together, both phases would deliver 665 dwellings on public land at the former St Teresa's Gardens on Donore Avenue.
The Phase 2 plans span two separate plots with a combined area of 3.186 hectares. The housing mix comprises 103 cost‑rental and 20 social homes. One proposed building is a single apartment block rising up to 16 storeys, featuring 1 studio, 71 one‑bed and 31 two‑bed apartments. The second is a three‑storey block of ground‑floor and duplex homes, providing 2 one‑bed, 8 two‑bed and 10 three‑bed apartments, all with own‑door access.
A municipal playing pitch is included—designed as a full‑sized GAA facility suitable for multiple sports—along with landscaped play areas, exercise spaces and open green areas for public use. A new public park of more than 3,600 sq m is proposed to the north of existing homes on the South Circular Road and east of the former Bailey Gibson site.
The development is backed by the Government’s Housing Infrastructure Investment Fund (HIIF), administered by the Housing Activation Office of the Department of Housing, Local Government and Heritage. HIIF investment will deliver enabling works such as roads, pedestrian and cycle links, emergency access, and drainage infrastructure with planting to support sustainable urban drainage and enhance biodiversity in this dense urban setting.
If approved, Phase 2 would complete a neighbourhood plan that also provides a creche, community spaces, a café, retail units, a mobility hub and a new home for Donore Boxing Club. New walking and cycling routes will connect Donore Avenue, South Circular Road and Cork Street to foster a more integrated area. All homes across both phases are set to be A‑rated and built to high construction and sustainability standards.
The application follows extensive public consultation and has been brought forward under the Part 8 process used by local authorities for developments on their own lands. Construction of Phase 2 is targeted to begin in 2027, with the playing pitch due by year‑end and the homes completing by the end of 2028. The first homes from Phase 1 are expected to be delivered later this year.
Beyond Donore, the LDA and DCC are collaborating on a number of other projects, including more than 1,200 homes at Cherry Orchard Point in Dublin 10, 146 at An tSrúill in Coolock (Dublin 5) and 383 at Bluebell Waterways in Dublin 12.
