South Dublin Council councillors have voted against a planning application that would have offered 300 cut-price homes for young buyers.
Sandymark Construction had applied to build up to 5,000 houses at Newcastle, County Dublin.
At a meeting, the council heard the company had already drawn up a list of 300 local potential young residents who were promised houses at cost price.
Assistant county manager, Tom Doherty, however, said the scheme was unsustainable and inappropriate as there was no public transport link.
