Work at a new retail enclave, Mullingar Central, is to get underway after An Bord Pleanála gave the go-ahead for the €200m development.
Following a design competition aimed at rejuvenating the Blackhall area of the town, Westmeath County Council chose local contractors, Bennett Developments as the preferred developers for the project.
Architects Building Design Partnership handled the design of the new complex, which is to include a 22,000sq m shopping facility, 84 residential units, offices, a cultural building, cinema, restaurants and bars, a medical centre and 1,400 parking spaces.
The complex will be constructed with open streets rather than a more conventional enclosed shopping area, and is designed to act as an "organic continuation" of the town centre.
Work is expected to start work immediately and is due to be completed by Spring 2011.
