Plans for a 22-storey development close to Dublin city's Custom House have been progressed by councillors, and will now undergo public consultations.
It is expected a public debate will be held on the proposed tower next year.
Touted as a new 'midtown' district, the council is hoping to regenerate the entire area surrounding the proposed development.
The district, close to the Liffey, stretches from Hawkins Street to Lombard Street and south from the river to Townsend Street and part of Pearse Street.
The current Health Department building, known as Hawkin House, would be demolished as part of the draft George's Quay Master Plan.
Tara Street station would also be redeveloped under the scheme.
A much-mooted 'cluster' of building, potentially ranging from 22, 14 and 12-storey developments, could eventually emerge in the area.
This is in addition to two new towers of up to 15 storeys, equivalent to the height Liberty Hall, at City Quay.
If given the green light, the 22-storey Custom House scheme would be the tallest structure near the historic hub of the capital city.
