Sean Dunne's plans for 32-storey Dublin tower block have been turned down by the planning appeals board.
The €1.5bn Ballsbridge development would have been one of the city's tallest building, incorporating office and retail space, as well as residential units.
Sean Dunne acquired the former Jury's Berkley Court site for €379m in 2005.
An Bord Pleanála provided five reasons for its decision to refuse planning permission.
The authority said the scale and height of the scheme would constitute gross over-development and over intensification of use of the site.
Concerns were also expressed over the development's potential to divert retail investment away for areas designated for such activity. The Bord cited Dunne's proposed underground shopping centre as a major obstacle.
Last year, Dublin City Council approved most of the development, but refused to grant permission for the high-rise tower.
