The Roads Service has installed new street lighting at the Rathgill Estate in Bangor, Co Down.
Works were undertaken as part "of a programme to replace redundant street lights that have reached the end of their useful life", according to the Department of Regional Development.
"In an urban area, Roads Service policy is to only provide lighting on the roads and footpaths along the frontage of properties," a spokesman said.
"Roads Service do not provide lighting to back entries, as to do so would increase the costs and energy consumption to levels that could not be sustained."
Local assemblyman Alex Easton had raised the issue of the removal of street lighting from certain areas of the estate.
Mr Easton tackled the minister responsible, Conor Murphy, on the issue in Stormont, and called for the lighting at Rathgill to be reinstated.
