The 1990 Industrial Relations Act covers the set up of such industrial investigations.
However, the Labour Court's decision has already been agreed with another contractors' organisation - the Electrical Contractors Association.
It has a 50-strong membership of major Irish firms. TEEU union executive have also accepted the proposals.
Electricians left the picket line on 13 July following a week-long strike that affected hundreds of construction and manufacturing sites around the country.
