The Minister for Housing, Local Government and Heritage, James Browne TD, has approved €350 million from the Social Housing Investment Programme to deliver 647 new social homes across five Dublin locations in Ballymun, Finglas, Whitehall and Ballybough.
The move underscores the Government's continuing investment in social housing and its commitment to deliver 72,000 social homes by 2030 under the housing plan, Delivering Homes, Building Communities. In 2025, a record 9,000 new-build social homes were delivered.
All of the schemes announced have secured single-stage approval, a streamlined process introduced in January 2026 that shortens timelines by allowing local authorities to move more quickly from approval to construction.
Dublin City Council will advance the projects using Design and Build procurement and Modern Methods of Construction, approaches expected to produce significant time savings and help reduce social housing waiting lists.
Announcing the decision, Minister Browne said: "Already, this Government is delivering more new social homes than at any point in the history of the State. But we know we must go further and the projects I have approved today reflect our commitment to accelerating delivery and expanding social housing right across the country.
"The introduction of the single-stage approval process is a transformative reform that is already cutting through red tape and accelerating delivery on the ground.
"In addition, by embracing Design and Build and Modern Methods of Construction, we are achieving real time savings and ensuring that high-quality homes are delivered faster for those who need them most.
"Most importantly, these homes will make a tangible difference, helping hundreds of families and individuals move into secure, long-term homes sooner, and playing a vital role in reducing housing need across the capital."
The approved schemes comprise 288 homes in Ballymun; 187 across two sites in Finglas; 106 in Whitehall; and 66 in Ballybough.
All five sites were previously part of the Public Private Partnership (PPP) programme and already have Part 8 planning permission from Dublin City Council. The council will now tender for Design and Build contracts and use these to initiate its Design & Build Contractor Frameworks, with construction expected to begin shortly afterwards.
